How to provide access to our acounts department to manage billing section?

We need access to billing section for accounts department. They don't need repositories access but they should have access to update billing details like update Card Details & other information related to billing.

 

Hope this user doesn't come under users on plan.

Welcome to Atlassian Community.

Users added as billing contacts can see the licenses and update credit card information through https://my.atlassian.com, without having access to the workspace itself. On that page, once you expand the license respective to the workspace, you will have the option to Update credit card details : 

If you are already a billing/technical contact, you can access that page and add other users as billing contacts as well, so they have access to update the payment information.

However, if the users need specific access to the Bitbucket workspace Plan details page (Workspace settings > Plan details), then only admins of the workspace will have access to the page.

A workaround would be to create a new user group with Admin permissions and add your account department users, but make sure to don't give this group access to any repositories, so the users on it will not count against your plan.
