I set up workflow in a space that only allowed the "STL" role to transition, but I found two issues where the "STL" role could not transition the issue state, but the other displays were fine

其他Issues都是OK的，只有2个特定的Issues，STL无法看到Checkd和Pending两个按钮嘛？
这部分控制是如何判断的，是在权限，工作流还是哪里？建议把规则贴一下。
我是在工作流中做了设置，具体如下：
第一张图里，Admin也可以操作，实际上这2个Issues，Admin可以改变状态嘛？还是也不可以？
如果确认配置无问题，可以把STL的条件删除，重新+一下，另外重建下索引试试。
admin也不可以，新建的issue也是可以正常操作的，只有这两个一直不行
