Hi @msmit259 and welcome to the community!

You have a few options:

* Use a filter as your roadmap issue source instead of project/board.  This would allow you to use JQL to pull in exactly what you want
* If the issues are of a specific issue type or in a specific status, you can exclude by status in your plan configuration
* If you're dealing with a small number of top level issues, you can use a plan filter to explicitly capture the issues you wish to have visible and save that as a view
