In our projects, users see a prompt to create a confluence page and show a template under "pages". We don't want to use Confluence rigth now. But I have no option to disable this. This is confusing for users.

As far as I know, in Work Management Projects you can't turn off this feature at this point. It is only possible to toggle on/off in Software Projects.
I couldn't find a feature request for this, but you could suggest this is made possible if you would like, from here: https://jira.atlassian.com/secure/Dashboard.jspa
