Is there a way change the default notification setting to NOT notify watchers? Our team would like to reduce the amount of email notifications.

Our team receives too many notification emails when pages are edited. They want to receive notifications only for substantive changes. Having the default be to NOT notify watchers would help with this. Whenever someone makes a substantive change, the changer would then need to checkmark the notification option.
