Why do I see an exclamation mark on the JIRA on the "Invite users Application Access" option: Jira Software (includes Jira Core)

I think it may be trying to warn you that you might go over your licence limit if this person accepts the invite.

But I am not sure.  Could you

1. Hover your cursor over the exclamation mark to see if there's a helpful tooltip
2. If there is not, or the tooltip is not clear, then can you give us a screenshot?
