We are planed to use JIRA 6.4 version for that which are the plug in support for JIRA service desk (free)

Note that add-ons are installed in JIRA Core, not Service Desk (even if an add-on only works with Service Desk, the add-on framework is in JIRA Core), so you need to search with the Server version of JIRA Core you are using.
