Please provide more information. Screen images that highlight what you want to remove are also helpful.
If you are trying to remove a child issue from an Epic, you need to clear the Epic Link field of the child issue.
If the link is listed in the Linked Issue section of the ticket, then on the far right of the row for that linked issue you should find a button for deleting the link if you hover your pointer in that area. This screen image is from Jira Cloud, but there should be a similar option in Jira Server.

Are you using a roadmapping tool, like Advanced Roadmaps for Jira, to extend the issue hierarchy in your system? The image shows that the child issues are under an Initiative. That is not native Jira issue hierarchy, which is
Epic > Story/Bug/Task > Sub-task
The issue hierarchy can be extended with roadmap tools. The method to disconnect child issues from parents may be different if you are using such a tool. You may have to go to the roadmap display to disconnect the issue. It depends on the tool you are using.
