What is "Issue Created By" used for?

I'd like to know in what context is "Issue Created By" designed for, or being used for in most deployments.

What I intend to use it for is in cases where a user who does not have access to "Jira" would ask someone to report their problem for them. "Issue Created By" would be the person who has the issue and the reporter would be the one that basically reports the issue. Is this how its intended for?

It's the other way around - created by is the person who types it into JIRA.  Reporter is intended to be the person reporting the problem.  If you dig through the permissions and fields, you'll find that you can edit the reporter and set it to anyone you want.  You can't edit the creator because it always takes "current user typing"
