Create workspace button is absent

Hi.

I cannot create a new workspace for my free account because there is no such a button is "All workspaces" page. There is no such an item in "Create" dropdown button as well.

I have already read community discussions related to my subject, but they did not help. As far as I know there is no special workspace limit for free accounts. Maybe I missed smth or reach some other limits that prevents me from creating a new workspace.

Could someone explain what is the reason, please.

This is my workspaces page. All workspaces are private.

This solution is not working for me, before, I'm the admin of the whole account, cannot find this button, even no related security option is exists..

Thank you, yes it worked, but the question why that button is removed, even when you go for the link https://bitbucket.org/workspace/create/ you will see 404 page
