How to provide access to version infomration?

Question

I just upgraded from 8.22 to 9.1 and people are unable to access version information any longer going to

jira....com/projects/{KEY}/version/{Version#} provides the following:

Which would be fine. But I'm assuming the "give you access to ." should contain something I'm supposed to give access to? I've changed the project to a full access permissions scheme I've made before and it still shows this page.

Does anyone know what am I missing?

I guess this is technically not an access issue... Its that the system just keeps disabling it...

For some reason Jira Software wasn't installed. When we upgraded from 8.22 to 9.1 just Jira Core 9.1 was installed. Added Software and its fine now..
