Jira Automation to link related issues

I have some custom fields defined for numerous issues that help to delineate the context of the issues by system type and location. For a given system type and location, there could exist numerous issues.

I want to create a Jira automation rule that will query a project or issue type not currently in the Done status category and to create issue links for returned issues featuring matching system types and locations. How would I go about structuring this rule?

This seems like a great use case for Automation for Jira. 

Let's start with the trigger - what will cause this action to fire? Manually? When a certain field value changes? If so, which field? Or maybe when an issue is created? 

Then, if you can provide as many details of the scenario as possible, we can help you get the rule created.
