To manage your language settings for Jira Cloud, please follow this article:
Manage your language preferences
If you're not using the cloud products, the same applies (mostly). In any case, head over to your user profile (top-right corner) and navigate to your settings. There you will find the language settings.

Go to your profil (click on your avatar profil) then change the language in your preferences.

You can set default instance language (https://confluence.atlassian.com/adminjiraserver/choosing-a-default-language-938847001.html) but each user can choose his own language based on the installed languages on the instance (https://confluence.atlassian.com/doc/edit-your-user-settings-1016023.html)
