Can we bulk update filters and dashboard ?

what details, you want to update ? do you want to update the ownership of filter? If yes,
As per my knowledge, this feature is not available out of the box.
You can do this using script runner plugin. Please refer below link for the details.

Unfortunately, there are no bulk update capabilities.
There is one feature request to add this feature to the Cloud that I strongly recommend to watch & vote for this ticket and raise your ideas in this ticket:
