Firstly why is jira being started/stopped as Root User ?

This output just saying already there is a process being run. So please check the if there is any process running related to jira and stop it.

Did you check the atlassian-jira.log* file to see what is the exact ERROR causing this failure of services ? If you could send the ERROR Trace we can help you..

We tried as root user and specific jira user also.

There are no other process running.

Please find the error logs,

Can you search the error file and see if you see this part ?

JIRA startup failed, JIRA has been locked

If you see this then jira has been locked and have problems as mentioned in this URL

Hi Vishwa,

We tried removing the lock file in the corresponding directory and tried restarting the JIRA application.Application still in dead state.
