Need help in automation for jira plugin

We have updated our companies t&c's. Thus these t&cs needed to be sent for users via email using automation for jira plugin.How to do this.

We need to send the updated T&Cs to the customers. They need to read it and accept it. Does this can be done via Automation for jira plugin is what my doubt is. Thanks in advance!
