Yes, you can download and use Server locally.
But, Server is going away, and you already can't buy new licences for it (and in a few weeks, you won't be able to adjust licence tiers for it). It's now in a phase where there is no point in building new Server instances - everyone is expected to go to Cloud or Data Center soon.
