can we add 'Issues' left tab on scrum projects

Welcome to the community.

Are you using a Team Managed project? It will say at the bottom of the navigation pane on the left.

If you are, then follow these steps:

1. Select Project Settings from the navigation pane on the left.

2. Select Features

3. Turn on Issue Navigator

* Navigate to Project settings -> Features 
* Turn on "Issue navigator"
