Automation for Issue created trigger doesn't work

Hi,

I have created a new automation rule to set up Priority based on Impact and Urgency. Please see below the screenshot:

There is nothing in Audit rule meaning that trigger doesn't work. I tried to change it to manual trigger and then it works.

I also have the same rule for different trigger: Fields updated and then it works fine:

Does anyone have any idea why trigger might not work?

Can you share the audit logs of the first rule? It's the first time that I encounter that the "on issue created" rule doesn't get triggered.
