I found a bug with a similar description, however I recognize that it was fixed in later versions and I am unsure if it matches with what you see.

Which version are you on?

When editing a user picker custom field, a 'Cannot read property 'scrollTop' javascript error' is thrown in the browser

Could you please compare with what you are seeing and perhaps report back if this could be a match?
