users can not add watchers to Service Desk tickets

It appears they have the correct permissions, but users can not add watchers or edit the tickets.

You should verify that

user are agent for the Service Desk Projet (in project role)
user are licenced for JIRA Service Desk (user in group jira-servicedesk-users)
user are in the role for *Manage Watchers* in permission scheme in your project
