we make prompt comment in jira by transition but its for all user, we want to customize it, then jira-administrators can do transition without write comment

How do you currently validate whether the comment is mandatory?

I would create a second transition that has a condition that can only be executed by Administrators. That transition would not have the prompt for a comment.
Then I would add a condition to the original (existing) transition that has the prompt for the comment to not apply to Administrators.
