We have Jira that can not reach Marketplace. Firewall is open for that.
Is there any Setting i have to do ?

Can you get to the site directly without going through your Jira connection?
https://marketplace.atlassian.com/
To test this as closely as you can to the server, try logging into the Jira server and running the connection on that.
If, for example, you're on a Unix-like system, a simple "wget https://marketplace.atlassian.com" will give you a decent error message you can use to chase down why you can't connect.
ah ok. With get it is not resolving
Ok, "not resolving" suggests that your server is using a DNS server that is not providing the right information, or DNS is not set up on the server at all.
To get further towards the root of that problem, what does nslookup marketplace.atlassian.com tell us? It should feed back one of three responses - "dns server does not have an entry for it", "dns server is not responding" or "no dns configured on this server"
