How to assign tasks to a specific user who is not a task author.

How in jira to make assignment to user of all newly created tasks by specific users?
There are about 5 users and they will create tasks in different projects.
The client wants all newly created tasks to be assigned immediately to him, and then he decides for himself where to distribute these requests.

All participants will have the same rights.

You can use an automation on issue create to check and see who submitted the issue.  You can get the free version here.  https://marketplace.atlassian.com/apps/1211836/automation-for-jira-server-lite?hosting=server&tab=overview

When the issue is created check and see who the reporter is.  If it matches the individual you are looking for assign the issue to the proper individual.
