In the old view there was an option to preview the comment before posting. This provided a way to verify formatting and proof read. Has that feature gone away with the new page layout?

This was removed in the new editor. I believe it is because the new editor is WYSWIG (What you see is what you get). So technically what you see in the editor is what will post.
