can't add user

I need to be able to add a new user, but he is not receiving an invitation email. Can I get help in troubleshooting that?

• What steps are you taking to send the invite?
• Are notification emails working fine in your instance? 
• Is this problem happening in Jira?
• Did you try to send the invite to yourself to see if you will get the notification email?
