Is that a report from a plugin? Do they have apis to do such actions programatically?
I believe it is baked into JIRA. It is a Project level report in the 'Other' category
Could you check whether you use https://marketplace.atlassian.com/apps/294/timesheet-reports-and-gadgets?hosting=server&tab=overview plugin?
