Upcoming sprint above all other sprints instead of below

Is it possible in JIRA Agile to create a new sprint above all other sprints in the Plan view instead of below?

No you cannot do it directly during sprint creation.

But after your have created the sprint you can move it up and down by clicking the three dots button next to Start sprint button on plan mode.
