Is it possible to configure Anonymous Access to the Knowledge Base on the Free account?

Not at this point - permissions require a minimum of the Standard Plan.
From this page:
While Confluence is open to logged-in users, anonymous access isn’t available on the Free plan. Only users who log in to your Confluence site can access it.
