need info on requirements of OS, mySQl etc that is required for running Jira 8.12 and above

JIRA 8.12 is still on Early Access Program (EAP) and should not be used to production. The latest version available today is 8.11 and recommend you to start looking in the supported platforms documentation to get this information.
