Is it possible to setup a 'global' SLA, or an SLA that can apply to multiple projects? Or do you have to set it up at each project level?

How about using "projectType=service_desk" as JQL condition?
If you meant Business or Software projects, Jira's SLA functionality doesn't work on Software or Business projects, Time to SLA can do that.
