Where can I find the JIRA Starter License?

From what I've read that would make it possible to run JIRA at home which I need to do. Please advice how to proceed, thanks.

Buy one. The "starter" licence is the $10 option on https://www.atlassian.com/software/jira/pricing?tab=self-hosted
