I want to have a Head Project under that, there will be 2 different projects, with different team members in it
There is no feature that supports a hierarchy on Projects in JIRA.
What are you trying to accomplish with this? Why are you trying to create a project hierarchy?
Do you need to allow each team to have access only to their own project?
Can you have all the issues in one project and use a Component value to indicate which issues belong to which team?

eg: department is one project under that there will be different projects associated .

As I said, there is no feature in JIRA that supports creating a hierarchy of projects.
If you need to restrict access to the data per team, then you will need to have a project for each team.
What is the purpose of the "head" project?
