Find issues with repeat customers?

I am new to Jira and looking for a little bit of help.

Trying to make a gadget filter for dashboard that will show all issues which have repeat customers. A use case would be someone opening tickets 3 or 4 times for poor internet performance. 

 

In essence, a list of repeated customers for the dashboard as a quick view of people that may need more attention.

 

Been playing around with JQL but I haven't found anything that would be a variable for "repeating". If anyone has a solution or help, please let me know.

You can define a custom field with types and whenever you receive  a ticket assign the type manually or create automation rule to update it automatically with  keywords selection 

 

Now you can get the reheating tickets by using that custom field in jql.
