So, we need to know why Cloud is unable to reach the server. Could it be firewalled off from the internet?

This is what it says - you've given it a url that does not reply when Jira is poking it.

Can you reach the url in your browser?

Yes, I am able to reach the URL in my browser...

Ok, great, what do you get in the browser? Is it a login or front-end page for an application? (And is it an Atlassian application?)

It is a front end page of both Jira and Confluence.
