How are committed points calculated for velocity report

The velocity report and burnup charts are showing different numbers for commitment at start of sprint. The burnup shows the number of points in the sprint when the SM starts the sprint. Theoretically, that should be the committed value that is shown in the Velocity REport, but is not.

Any thoughts?
