There is some slowness in JIRA response on DB level.
I would suggest asking confluence experts for permission to change index on one jira table:
JIRA.WORKLOG from WORKLOG.AUTHOR to WORKLOG.AUTHOR,STARTDATE;
Is this a Tempo question or JIRA?
Neither really, changing the database like that will make it worse for a lot of queries, you'll just be trading one slow query for another.
