Can only administrators delete attachments from issues or can the Agent profile also delete attachments?

Its based off of the project permission scheme. You can access the scheme by going to the project and then project settings. After that navigate to Permission Scheme and you can view the permissions for Delete Attachments. You can add and remove users, project roles and groups to this permission as needed.
