Restricting permissions to Close issues is not working

I have specified in our Default Permissions scheme that only the Testers group has permission the change issue status to Closed, but users with a role of Users or Developers continue to be able to close issues. How can I restrict the ability to close issues to only the test group?

You say you've restricted it in the permissions scheme, but you need to check the workflow for what the "conditions" on every "close" transition actually say as well. My guess is that it will say something like "user has close permission OR user is a developer" or something like that.
