As far as I know only Tempo Administrator can move or change holiday scheme of members in the team. How to give access right to project lead, project administrator or tempo project lead so that they can change the holiday scheme of their member.

User has to be either a JIRA Admin or a Tempo Admin to be able to change the holiday scheme of their member.
