Are custom public DockerHub images cached in Pipeline

I just built some custom image and pushed it to dockerhub as a public.
Then defined in bitbucket-pipelines.yml

`image: %user_name%/%image_name%:latest`

But it seems like this image is not cached absolutely since it takes a least 50 seconds for "Build setup" step for every pipeline run.

Tests itself takes about ~10 seconds btw.

So my question is how to cache custom public dockerhub images for reuse if its even possible?
