IS it possible to deactivate a jira board instead of deleting it?

I think is not possible, but you can make de board's filter private, so nobody can see issue in the board, it will make the board "unusable".

What do you mean by hide ? If users can't see a board you have to share the board's filter with them. They also need to have access to the projects where the issue belongs.

1. Go to Board Settings
2. Got to General
3. Click on Edit Filter Shares
4. Delete any existing shares
5. Save
Then only you will be able to see the board.
