Not able to access projects from jira

Do you have the application access?please check the permission.

if admin do not have the application access then he/she can not see the projects after created.

welcome to Atlassian Community!

Could you please explain a bit further where you currently stand and what you are trying to achieve? Probably you are on a freshly provisioned Jira cloud plan where are just no projects are created or you are missing the one or another permission - it is hard to tell from the outside.
