CSS is not displayed correctly after installation

Dear JIRA support,

I have installed JIRA software on-premises as explained. But when i opened the welcome page, it doesnt display correctly. It seems CSS is not loaded properly.

Is there any missing steps?
Is there any whitelist that should be opened before installation? Since my servers is isolated from internet.
