Could you include stack tags into aws-sam-deploy pipe

Hi there,

As `aws-sam-deploy` will use `aws cloudformation deploy` it would be great if you could support passing stack tags to the deploy command.

It would require new variable TAGS or STACK_TAGS in `aws-sam-deploy` pipe.

Would that be possible?

After studying the code of aws-sam-deploy and aws-cloudformation-deploy I figured out that setting TAGS in aws-sam-deploy will work, because aws-sam-deploy extends aws-cloudformation-deploy, and uses it's run method to execute the deployment.

You just need to update documentation.
