How to make time tracking field required except in the create issue screen

Question

I have a requirement to make time tracking field to keep it as mandatory. but, at the same time in my create issue screen, it should not ask me to enter an original estimate.

Regarding this, I made the time tracking field to be required and removed the time tracking field from create issue screen. but, when I am creating an issue, the system is complaining that time tracking is required.

can any one help me in resolving this.

So if you want the user to update the time tracking at each transition of the WF then you can add a Field modified Validation on each transition except the Create and require Time Spent.

You do not want to make the field required as it will be required on Create too as you have found.
