Label without edit permission

Question

Hello

In a project ,some user in Project don't have Edit Permission, but sometimes they need placed label in issue, because don't have Edit permission then they cant create label in issue.

I tested Label Management plugin but this is not usefull for my job,Is there a approach for my problem?

I can't "Edit Permission" to all user nowise, please guide me.
