Can we restrict creation of sub-task based on their parent issue

I want to restrict creation of sub-tasks once their parent tasks are closed. How can we achieve this?

^ The above will work - it removes the ability to add sub-tasks, along with a suite of other edit functions. To add this to your workflow:

* Locate the workflow for the issue type in question (Jira Administration > Issues > Workflows)
* Click to edit the workflow
* Press on the Status (not the transition) and press Properties
* In the Property Key, place "jira.issue.editable"
* In Property Value, place "false"
* Press Add, then publish the new workflow

If this is too restrictive for you as it prevents editing also - you'll need to consider doing this via scripting using an add-on. This answer details how to restrict sub-task creation using ScriptRunner.

You can try adding jira.issue.editable = false property to your closed step in the workflow.
