if you have scriptrunner

import com.atlassian.jira.component.ComponentAccessor
import com.atlassian.jira.project.Project
import com.atlassian.jira.project.ProjectManager

Project key = ComponentAccessor.getProjectManager().getProjectObjByKey("XRM")
Long value = 0L // Will be set to 0 so the first issue will get the ID of "KEY-1"

ComponentAccessor.getProjectManager().setCurrentCounterForProject(key, value)

It can be done only through DB QUERY. Through UI , you can't do.

Delete all the issues in the project (not just move them, you have to delete), stop Jira, amend the counter field in the project table in the database, restart Jira and re-index it before creating issues in the project you have reset.
