When I use jira "Email issue (JMWE add-on)" Post function to send an email, I always want to add an attactment to the email. But have no idea about how to add an attachment to the jira outgoing email. Anybody can give me some advise?

That script adds attachments to an issue, not to an email...
JMWE uses Jira's notification system, which doesn't support adding attachments to notification emails, neither on Jira Cloud nor on Jira Server. There are open requests for this on jira.atlassian.com.
